I just spent the past hour or so trying to reconcile how we're supposed to reconcile Elijah's showdown with the prophets of Baal (1 Kings 18:16-40) and Matthew 4:7 where Jesus answered Satan, "It is also written: `Do not put the Lord your God to the test.'"
Since it's late and I've got work tomorrow, in summary, I think it's helpful to consider if it was Elijah who was testing God, or rather God testing whether Elijah had the faith to stand people everyone to issue a seemingly ridiculous challenge considering the physical odds stacked against him.
